You should be getting "Optional updates available Feature updates available to Windows 10, version 1909" with link download and install now.
On mine appeared yesterday evening, about a 20 min job with 2 Restarts, no large windows.old folder. Standard laptop HDD.
This assumes you are already on 1903.
Just did this about an hour ago, UK.

At this moment, my 1903 has got no feature update.

I understand from posts like this one that you may have taken steps to control windows updates. If so, that may explain it. All my (unmodified) machines were offered 1909....

The steps I have taken do not prevent Windows Update MiniTool, WAU Manager, and Update Manager for Windows from finding available updates. They have found Windows Defender updates, security updates, cumulative updates, and driver updates but no feature update.
