an update is stuck ver 1903 Cumulative Update for .NET Framework 3.5

2019-10 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903 for x64 (KB4522741)
Been like this for over an hour.

I have 4 win 10 PC, so this am I click check updates, and this comes up.
I say ok.
I then leave the updates screen and look at some other settings. then I go back to this screen and it is BLANK!

I think uh oh, I wait, it stays blank. I then say reboot pc, it gives me a blue screen, do not shut off your computer, ....
Nothing happens for a long time, I hear no drive clattering. I press the power off button.
I turn it on, get blue screen, windows is doing some getting ready message, it boots, I log in, go to updates page, and it says installing this update, but NOTHING, is happening. And the PC feels sluggish to load new programs, but no drive activity.

Can updates be reset or something because I feel if I shut it down it will just hang on the updating PC, dont turn off message, and it is not right.

Ok, it just got weirder, I click pause updates, then resume, and it goes into a weird looping display.

I X out, then go back in, and back to the blank updates page....

Ok, I tried this download troubleshooter program, which turns out to be useless.

When 100% is not 100%
DISM process hit 100% some time ago. and it has not finished, not returning the prompt
I really wish MS would have realistic % info.

OK, running SFC now,

SFC says it found corruption and fixed it, next run update again.

And updates is still blank

Well, I rebooted, got not message about dont shut down PC.
Went into updates and it dowloaded an update for security essentials and installed it, now it is back on the NET 3.5 update and it is installing at 44%
So DISM and SFC has fixed whatever was wrong.

You have to reboot after DISM and SFC checking, the MS instructions do not say that, nuts, but that is what it took for me.
It finished the update and is now pending restart.
I took picture of the failed to install before the successful install, just to show that it DID fail to install.
