PC stuck in restart loop after latest update

After installing the latest Windows updates my PC is now stuck in a restart loop. After showing the Windows logo and the loading circle for a few seconds, it shows "restoring your previous version of Windows" for a split second, and then restarts. I've tried mashing the F8 key to no avail, I've tried creating a bootable USB drive (from a different computer, since mine is currently unusable) with the Media Creation Tool and repairing it from that (and incidentally, when I look at the contents of the C: drive through the command prompt, it appears to be empty except for a folder called boot), and since my Windows 10 installation is an upgrade from Windows 7, I don't have any Windows 10 installation media to try to recover from. Can anyone help me get out of this mess?

    1) Having upgraded from Windows 7 to Windows 10 places licensing on the Microsoft server.

    2) If you have a backup image or files backed up you can clean install.

    3) What are the status of the computer files?
    a) backup image?
    b) backup users folders?
    c) no backup of files?

    4) If files are not backed up:
    a) Create a Kyhi boot rescue flash drive > make a Macrium backup image and backup users folders to another drive or to the cloud
Windows 10 Recovery Tools - Bootable Rescue Disk - Windows 10 Forums

    b) Create a bootable Ubuntu flash drive
Create a bootable USB stick on Windows | Ubuntu tutorials

Linux to the rescue! How Ubuntu can help a computer in distress | PCWorld

    5) After backing up files perform the following steps:

    6) Power on the computer and power off as soon as you see the Microsoft icon.
    7) Immediately power on again and power off as soon as you see the Microsoft icon.
    8) Power on the third time and allow Windows to boot to the computer's Windows advanced troubleshooting menu.
    9) If this step works r fails then report that into the thread

    10) If the above steps do not open the computer's Windows advanced troubleshooting menu then open the Windows advanced troubleshooting menu on the Windows 10 iso

    11) Boot to the iso
    12) Open the Windows advanced troubleshooting menu > command prompt > this should open a black box with title bar:
    Administrator: X:\Windows\system32.cmd.exe and prompt: X:\Sources>

    13) Use a camera or smartphone camera to take pictures and post images of the commands and results into the thread

    14) Type these commands (comments will be in parenthesis)

    15) bcdedit /enum
    16) bcdedit | find "osdevice"

    17) dism /image:S:\ /cleanup-image /revertpendingactions
(change the letter S: to the drive partition letter displayed in step #16)
    (reboot and open command prompt)

    18) dism /image:S:\ /get-packages
(change the letter S: to the drive partition letter displayed in step #16)

    19) Find the packages that were just installed by date.
Run the following command on the last installed package:
    (example: dism.exe /image:S:\ /remove-package /packagename: Package_for_KB4014329~amd64~~10.0.1.0)
    (reboot)

    20) continue to uninstall the last few packages as needed (they must be performed in order from the newest to the oldest)

    21) if revertpendingactions and removing the latest Windows updates fail then you may be able to perform a reset save files equivalent (reinstall drivers and applications)

The hardware method or boot to the Windows advanced troubleshooting menu on the computer failed.

Please use the Windows advanced troubleshooting menu on the Windows 10 iso.

Open the BIOS and look for UEFI Native, UEFI hybrid with CSM, and Legacy.
    What are the current settings?
