It is not an error, it's a basic Status/Warning message - If you upgrade to the Pro version you could defer some upgrades for up to one year (Feature upgrades only not security), but even with pro you will eventually need to update your system - this is the way that windows is now designed and built
Oh! No, then I won't upgrade to new Windows 10 upgrade. Upgrading Windows 10 is like installing new Windows altogether & I have to sit and waste my whole precious day in customising the Windows & reinstalling and customising all the softwares & drivers. Upgrading Windows 10 is a big headache.
You will not have a choice, you can skip only 2 upgrades, once 1903 is released, it will upgrade automatically.
Updating using Windows update is set up to retain most Windows and third party settings - Obviously there will be some changes to meet the requirements of new features, and some system settings may be reset but It does mean that Windows is now on an update cycle that is more in tune with the modern Technological world - Even Linux distros are on a similar upgrade cycle these days and things like Android are seemingly on a continuous rolling update, although this is mostly driven by the perceived need to have the latest Hardware and software

Under the old system the OS was changed every three or so years and given a Five Full and Five extended years of support. This resulted in anything up to Three or more different OS versions being in "support" of some kind at one time, so Microsoft needed the specific teams in place to support Each differently designed OS (just look at the differences between Win7, Win8, and Win10)
With the New Update structure the base system is set to evolve slowly, with twice yearly relatively minor updates, which also means that Support staff and users can keep more familiar with the actual current OS without the regular major learning curve of a new OS
The change in the OS system is also the main reason for Microsoft giving away Windows 10, the sooner they could get everyone onto the same OS the sooner they could have a single team of Support workers. The offer was not available to Business and Enterprise customers as they Pay for their support
No it's not. An upgrade fro one version to the next (1709 to 1803, for example) takes about an hour at most. All installed software and their customisations will be kept.
My main machine has upgraded from Win7 > 1507 >1511 > 1607 >1703 > 1709 > 1803. I still have the apps I installed when it was Windows 7 (the only exception being those apps that were incompatible with W10, such as Microsoft Security Essentials).

Two of my machines have been upgraded from 8.1 Pro all the way through Windows 10 1803 my experience is the same as Bree, Very little reconfigurations have been required through the process. I do Run DSIM repair tools on my systems and ensure my systems are in good condition and then I always run major upgrade manually after creating a full disk image. Problems that have arisen were usually software or hardware not compatible and solutions have usually been the manufacture of such software or hardware releases new drivers that allow the product to work with windows 10 or I have to replace the same with products that do comply
What about Visual Studio will it run without re-installation?
