That's because the Build 19613.1000 you have installed is a Fast Ring build, you should be expect it to contain bugs. Finding and fixing them is the whole point of the Insider programme, and the Fast Ring is the riskiest ring, being at at the bleeding edge of development.

Builds in the Fast ring are released approximately every week and provide Insiders with the earliest access to new features. Be prepared for issues that might block key activities or might require workarounds.

The 2004 that's currently in the Release Preview Ring is Build 19041.207. That one is far more stable and is in the final stages of testing before its public release, expected to be some time in May. In fact, I'm running that without any problems on the machine I'm using to type this reply .

    OS Build

I just got my V2004 version update today (12-05-2020) & it is:

    OS build 19041.264

Seems very smooth so far & have been gaming with this build today on GTAV (very susceptible to version changes) & NFS Payback with no problems or glitches.

no rqhhe. the MCT tool when released will obtain the 2004 ISO with 19041.208 (NOT .207) !
as for the May 28 release date, Microsoft so far has said nothing on that. they could release it by that date or they could release it on either May 26 or 27. you just have to wait by that time as it is NOT available to the public just yet

and MS has not yet posted the media creation tool for 2004

Edit - FYI, Microsoft changed their mind about .207 being the stable version and declared the .208 version the new stable version on April 30.

We are continuing to work on getting the Windows 10 May 2020 Update (20H1) ready for release. Today we are releasing Build 19041.208 to Windows Insiders in the Release Preview ring. While we originally thought that Build 19041.207 would be the final build, we made the decision to take in one more fix we felt was important to have before making the May 2020 Update generally available. We believe that Build 19041.208 is the new final build and still plan on continuing to improve the overall experience of the May 2020 Update on customers’ PCs as part of our normal servicing cadence.

And in that "final version" they shot the ability to maintain thumbnail identifications in Windows Explorer. I'm wondering if the "final" fix is going to include that? I ask because Windows 10 has been a horror story when it comes to PDF thumbnails. I'm wondering if it's because they want to push the EDGE PDF application over Adobe and Foxit. Either way, navigating through 12-15,000 files with few, if any, thumbnails is horrifying. My suggestion is to save everything, ALL file types, with specific names that may give you a clue about what the file is. I hope this "final" build addresses that.
