    I think there are still too many issues to solve(my upgrade process was one proof of it, total pain and wrong file versions all over the place, that does not match current build. Got some older files on 16251.0 than on my build 15063.483/502 computer :) )...might take a few builds, and it seems they want to get a few more new feature included before release. They have time still... :)

    Although completely trivial to most users, here's how it works using an ISO in another language or another regional version of same base language.

    When upgrading using install media in another language, you cannot keep anything. It's just that simple.

    However, when upgrading with install media in another regional version of same base language than original Windows installation, you can keep everything (apps and personal files), but the regional version of base language will be changed:

    Screenshots from US English Windows 10 using British English install media to upgrade. Base language (English) will remain the same but regional version will be changed. User can keep everything. This applies to all base languages with multiple regional versions, for instance a French (France) Windows 10 can be upgraded with French (Canada) install media and vice versa, or Portuguese (Brasil) Windows 10 can be upgraded with Portuguese (Portugal) Windows 10 install media. In both example cases user will be able to keep everything.

    Restoring original regional version of the base language is easy, just install and apply language pack for it.

    Clean install is then another story, a piece of cake: you can clean install Windows 10 in any of available 38 languages using install media in any other language. Let's say I would like to clean install Windows 10 in UK English but I only have Swedish install media. I would need to do as follows:
    • Clean install Swedish Windows 10
    • After two reboots(*) Windows setup stops at region selection screen, at which point I press SHIFT + F10 to open Command Prompt
    • Opening Command Prompt activates WIN key shortcuts, I can now press WIN + I (letter i, not L) to open Settings app
    • I install UK English language pack from Settings > Time & Language > Region & Language
    • When language pack has finished installing, I go back to Command Prompt and run Sysprep:
      %windir%\system32\sysprep\sysprep.exe /oobe /reboot

    That's it. Windows will restart, this time before showing the region selection screen it will ask me in which language I want to continue. If I select UK English, windows system language will be completely changed to English. I've clean installed Windows 10 in English using Swedish install media.

    I would say at least 8 weeks to go. My guess is that version 1709 will be released on Friday September 29th, or following Tuesday 3rd of October.

    This Skip Ahead build is pretty solid for me so far. It even appears that the gaming issues that I'd been having with any post-CU builds has been fixed. I'm a pretty happy camper at the moment.
