Thank you for this but, unfortunately, it has not resolved the problem on my system. Here is how my Registry looks like, after applying some of these changes :
After rebooting and shutting down the computer, for several times, I still have the same problem :
- Almost on each reboot or shut down the "DDE Server Window" and another unspecified program is preventing my computer from proceeding to the selected action. After approx. 2-3 seconds it proceeds, so it restarts or shuts down, respectively.
With "unspecified" program I mean that it does not show me the name of the program. The "DDE Server Window" name shows but the other program's name does not show.
Anything else I could do?
I have already reported it.

- Can someone, please, tell me how can I completely uninstall the Mail application from my system and install it again?
The live tile of the Mail app is not live at all. I think it is completely dead on my system. So, I want to re-install the Mail app. How can I do it, please?
The Weather app works fine and its live tile updates each time I open my Start menu.
NOTE: I upgraded to build 10166 from the previous official build, 10162. The previous build was clean-installed from MS official ISO. I had the same issues on the previous build, as well.
Well, adding HungAppTimeout to HKEY_CURRENT_USER\Control Panel\Desktop seems to have fixed this issue!! :)
I have shut down and restarted a few times, both by right-clicking the Win icon and selecting, then by selecting the action from my Start menu, and finally by pressing Crtl-Alt-Delete and selecting from there. In all situations no program is preventing my computer from shutting down/restarting anymore, neither any message appears! :) I sincerely hope it will remain this way!
Edwin, can you please tell me where in the Event Viewer can I see how much time it takes my PC to shut down? :)
I remember reading about this once but I don't recall how to do it anymore...
Because here's what I get:
This is of course in a dual boot system with Win 7 and it contains the required time to press F11 and select the Win_10_SSD and also to enter my PIN.
Also, can someone please tell me how can I completely uninstall the Mail app and re-install it again?
