1. Windows 10 isn't a magic solution for programs which, when uninstalled, leave behind detritus.
2. Trying to remove such detritus from the registry has no performance benefit and presents considerable danger.
3. If you want to keep your PC (relatively) clean and do a lot installing and uninstalling, use a reliable program that monitors installation such as Revo. Geek uninstaller is also good.
Every now and than I have to prove to somebody that registry cleaners are not necessary by turning on Ccleaner. I never have more than ~10 entries and even those ones are missing entries from internet.
However, I use Revo unistaller.
Just because it is said by MS, it has to be true, that would be the first. I prefer facts over fictions and even on this forums it has been confirmed, that reg cleaners are still needed and as long as Windows will keep using registry, they will be.
The problem are not reg cleaners, but that they are being advertised for bad reasons, like boost you performance by 200-1000%. The more percentage, the better reg cleaner. There are benefits, but performance gain is more like a side effect.
BTW talking about reg cleaners and mentioning CCleaner?! That is talking about sport cars and mentioning Rolls-Royce.
I use Wise Uninstaller, but there are other things, not just leftovers from setups, like from bad windows updates.
