I thought that this was mentioned by MS a while back.
It's still useable with a keyboard mouse so what's the big deal? The only touch screen I have is connected to my raspberry Pi. It doesn't stop me or hinder me from using Windows 10 though? You still have to click an Icon to open control panel and access an option. Only difference to settings is things are in different places. It doesn't take long to remember where stuff is though. Why keep Control Panel? Other than familiarity?
It would be nice if MS (or someone) would provide a map of how to do things in Settings. I know it would be a long list but one worth compiling. Basically an index that would take you to the mouse clicks or swipes needed to accomplish something.
Screen Saver Settings
- Personalization, Lock Screen, Screen saver settings.
System Restore
- no idea how via Settings.
Well i totally agree, but on the other hand a lot where not happy with the startscreen introduced with Windows 8.
One could say the same about that.

The problem with settings is that it doesn't do half of the things Control Panel does. I don't mind if Control Panel is removed IF you can put an icon on the desktop for settings and the make Settings more flexible, with greater tools.
Removing control panel is just another way of eliminating user tools.
Search does behave sensibly here, so searching for 'Restore', 'Lock', 'saver' 'personalisation' works.
I guess the idea would be to never present everything (or at least a lot as in much more in the old control panel) at one time in 1 place, but rather expect people to know what to search for.
I have the old control panel expanded from my Classic Shell start menu.. I guess that convenience will be lost.

May not be for you... it works great, simply grabs the cpls and gives a simple, searchable UI with all the goodies. Enabling GodMode for Windows 10 | Windows 10 content from SuperSite for Windows
It is a bit of a mess at the moment with some stuff still in Control Panel and some moved to Settings. If stuff gets lost on the way from one to the other that won't be good. I like the functionality of control panel and wouldn't want to lose any of it. I'm all for moving everything to Settings, just don't dumb it down in the process. It will be frustrating at first trying to find stuff, but the more you poke around the easier it will get. You'll start remembering where stuff is. There are a lot of options/icons in control panel I never ever touch. Most of what I access I can get to with the Start Button right click menu anyway.
I think that it's a great idea. Control Panel has always look too cluttered. This is Risky though as people in IT would be pissed.
