It wasn't listed in the Install Updates screen so couldn't uninstall it. I tried using command prompt to remove it and got this error

There are newer versions of that KB. Check your Windows Update history.

Note some are for removal of flash and others are security updates to flash.

Yes I uninstalled Flash some time ago. Removing the 'Security Update for Flash Player' fixes my Disk Cleanup issue I reported earlier

I guess that since Adobe Flash is reaching its EOL on Windows machines, it is no longer being properly referenced under the cleanup procedure of DISM manifest, hence obsolete packages aren't being reclaimed.

If one does not totally remove it from his machine and it will keep updating every month, the un-installation of the preceding update has to be done manually each time.

Done for now, thanks for the help.

Good to know that helps. The KB mentioned in my post #151 to uninstall Adobe Flash cannot be uninstalled as probably already mentioned in the referenced article's link in the said post, unless you use a system image backup made before. to both of you.

Oh i have uninstalled KB4561600 which is what the cleanup should have probably done, or at least remove its installation files from the WinSxS folder.

This brings me to another question. Once one uses the DISM command or Windows Cleanup to remove reclaimable packages, it doesn't uninstall the KB, right? It simply removes the installation files for the KB so rollback will not be an option.
Hence, not really sure why in this case couldn't we just pinpoint the relevant sub directory within WinSxS, and then manually remove that, rather than actually removing the KB itself?

Part of your question in second paragraph has been answered in my previous post # 154. WinSxS is part of the core Windows OS; any mishap there can render your system really unstable or unusable. MS didn't give any explanation on how this KB4577586 to uninstall Adobe Flash works. Any suggestion from me would be pure conjecture. MS is getting rid of Adobe Flash and starting December 31, 2020 there won't be any update for it.

Install on several machines went very well thanks to Shawn's input on CAB file installs.
