did you even bother to check what version of the defrag.exe, defragsvc.dll & dfrgui.exe files from the Windows\System32 folder, Faith?
until MS actually provides NEWER versions of those crucial defrag files in newer cumulative updates, the defrag problem WILL STILL REMAIN UNFIXED! (if those defrag files are version 10.0.19041.84 or earlier for 20Hx)

Yeah IDK then because I thought maybe it was a AV/AC issue like CountMike Said so I removed ESET completely.
I uninstalled AV riot vanguard even spybot. did msconfig disabled all non microsoft services. reset windows update bat
then DISM /Online /Cleanup-Image /RestoreHealth
and still...

Before you take that drastic step try a repair install. Repair Install Windows 10 with an In-place UpgradeEven after disabling ESET-AV and VANGUARD-AC and disabling all non-ms services I still I get the same error.

That's the next best thing to try after resetting Windows Update.
I don't event bother anymore with the latter in most cases; I will go straight to the in-place upgrade which, based on my past experience, can save you lots of time.

BTW, done and dusted for KB4566782. I will wait after using the PC for a day or two to see if there are any bugs to report.
I just installed it on my main PC. Too bad the defrag bug isn't fixed.
