What's more annoying is that only some people get bugs like that. In the past I had similar problem every now and then, while icon showed it was connected and on internet, some APPs and Store said it was not. Switching between wired and WiFi usually fixed it.
I don't have this problem but posters with it should have said which kind of connection they had.

The issue isn't that Cortana has walked out on some, it's that she hasn't arrived yet. The new Cortana isn't part of the 2004 install media, her older sister is sitting there as a place-holder. Her new replacement is delivered by the Store - and some may have set their Store not to update apps automatically.
