I'm on the 1909 build (383 rather than 382) and it's working perfectly

you need to set a couple of extra things to ensure language you want starts up including logon and welcome screens.

Windows will start with the default display language shown -- in your case US English.

To change to a preferred language change to the language you want AND :

in the language selection screen ensure you check administrative settings (pop up shown)


in those enable the logon and greeting screen and set the bottom one to your preferred language

re-boot -- should be fine --is on my machine







Note as well I'd disable the "sync settings across devices" as if you have say mobile phone, other machine(s), tablet(s), NAS etc the language might switch to what you are using on those.
