and I just got my replacement Macrium done with new drivers. Guess I start again.

It may be the A/B thing. It may also only show up until it actually pops up on a login - for example, I pressed the Done button instead of the "Do it later" button, and it asked me one thing then said it was done. I didn't look for hte setting before I saw the popup, only after. So, I suspect it may show up only for folks who haven't seen / haven't completed the item(s) it tries to attention.

I'm not sure I trust the Internet - but I still use it.
I use the fp scanner on my Android-based cell phone too. I used to have a fp scanner for an older box, but sadly the OEM stopped putting out drivers to allow it to work beyond Win XP (which meant I was able to force it into 7, but could not force it to work with 8 / X).
Of course, you're not going to find confidential info / logins on my computer even if you can get access and fool the biometrics - there is a ton more security, as well as storage locations elsewhere for the important stuff.
Android has a great feature where you can put it into lockdown mode so that even a phone with actively enabled and using FP scanner gets disabled, so you're forced to enter the PIN / PW / Pattern to unlock. And, even better, every reboot always forces the same - cannot use the fp scanner to unlock upon a reboot, must enter PIN / PW / Pattern. This began with Android 9 (Pie), not sure if it propagated back down to Oreo (8) or before that, though. And it's still there in the Android Q Betas.
