My device checks for updates everyday, how am I late? Windows update may be, but not me.
You are up to date, and there are additional updates available. That is not a contradiction. You are up to date with the latest security fixes. These are only issued on the 2nd Tuesday of the month (the 'B' release). The additional updates available are non-security fixes, a preview of those to be included next Patch Tuesday. That's why they are optional.

    Microsoft said:
Most users are familiar with what is commonly referred to as “Patch Tuesday” or Update Tuesday. These updates are published on the second Tuesday of each month, known as the “B” release (“B” refers to the second week in the month), and are the only regular monthly releases that include both new security fixes and previously released security and non-security fixes. We chose the second Tuesday at 10:00 a.m. Pacific time to give commercial customers plenty of time to test the updates and deploy them to devices.

We also release optional updates in the third and fourth weeks of the month, respectively known as “C” and “D” releases. These are validated, production-quality optional releases, primarily for commercial customers and advanced users “seeking” updates. These updates have only non-security fixes. The intent of these releases is to provide visibility into, and enable testing of, the non-security fixes that will be included in the next Update Tuesday release (we make these optional to avoid users being rebooted more than once per month).

Maybe you found this one out maybe not. In WIndows 10, 1903, there is problem with this

    EXECUTION: [SERVICE] \Device\HarddiskVolume1\Windows\System32\svchost.exe (UsoSvc)
    Universal Orchestrator

When you type powercfg /requests in CMD, you will find that this process stops Windows to go to sleep mode. It runs frequently, uses a lot of CPU at that time and prevent Windows to go to sleep mode.

I think that could be a bug, since it is related to Windows Update service.

Got around to this over the weekend. No problems to report on any of the 5 machines updated. This time, however,
    Code:
    DISM /ONLINE /CLEANUP-IMAGE /STARTCOMPONENTCLEANUP
did find reclaimable packages to clean up. The last few CUs have interestingly left no such (discernable) litter behind. Even more interesting: some of my updated PCs had only 1 package to clean up; others had 3. Can't figure out what accounts for that difference . . .

@EdTittel I'm Curious as well. This has been new post patch cleanup behavior ever since 1903 for me.

Earlier after the .239 CU, others voiced issues with not being able to clean up after these updates like they use to before 1903:

Nowadays I just check the Storage Sense Temp directory for evidence of Updates to clean. For some odd reason and this is purely anecdotal, they only seem to appear for me here after every 2'nd update. For instance when I checked after .239 there was nothing, the time before there was 2G the time before that nothing. Checking today found and removed 2.5G.

I'd also be interested to know if you're now seeing this sfc /scannow 'found corrupt files and successfully repaired them.' situation from your post DISM clean. I have after using Storage Sense instead.

sfc /scannow Finds and Repairs after Storage Sense Temp Clean

...wondering if it's somehow tied to this DISM cleaning up after the Defender Platform problem.

sfc /scannow failing after this latest Defender Platfom update.

@Farvatten: the sfc issue appears to be related to hash mismatch for PowerShell scripts related to schedule Microsoft Defender activities. You have to run dism then sfc /scannow to make them go away. Don't think they're related to KB4505903, because I had them before that CU was released.
