CD/DVD drives are very outmoded, I can barely find any media for them any more. As I have hundreds of CDs and DVDs, I got an external USB drive bat rarely use it. Speed and capacity are way lower than even slowest HDDs.
My latest lappy that I bought 18 months ago has one but I have never used it.

Yes, I’m really sorry - can’t say you haven’t tried everything.

Well thought!. Really like this one. . BTW, I have already rolled back to 1809 since the next day after installing 1903; I found out there were too many bugs to fix. The way I see it a FU is supposed to improve things, not the other way around.
The weird thing is that my second older machine is on Fast/Skippy and working like a charm. I should probably put both machines on Fast/Skippy, but eh! it's a risk I am not going to take...

How did you try to install it? Sorry haven't gone far back to read your other posts.

Every way possible many many times. USB Flash, DVD, ISO (wim and esd) from C: and D:, update assistant. Always clean boot with startup and services disabled, AV and Malwarebytes removed and or disabled.

OK. yeah, it seems you have problems; and to be honest, I'm not even sure the "official" release will solve it. No further suggestions at this point in time. Sorry.

Same here. Bought an external drive years ago so I have something that can read discs. Got near 1000 CDs and DVDs.

No problem, thanks. This is on two brand new HP Envy laptops with 16GB ram and 2 drives (C: 256GB SSD and D: 1 TB hard drive)

I don't know if this I'll work but you might give is a try. Since you say you already created a USB drive, copy the contents of the drive to a folder on your desktop somewhere. From that folder, run the exe and see if that works.

I've used the procedure twice - once on a desktop, and just now on my 2017 Lenovo ThinkPad laptop. Both were successful and both systems are updated and running without issue. Credit for this goes to Bree. Worth a shot.

    Good luck.
