Based upon all the evidence that you've provided, I don't think it is the mouse itself - since it occurs with the touch-pad as well, I would focus your efforts on the the touch-pad and see if there are either updated drivers, or else if there is a way you can uninstall, then cleanly reinstall the existing drivers (and one alternative, perhaps try seeing if Windows will install a generic driver thatismay be newer than your Dell driver that still allows the touch-pad to work correctly - this would occur after you uninstall the existing driver and reboot).
My reasoning is this - I suspect that the Dell driver is not playing nicely with Windows at the moment.
One other thing to check would be to see if your system is set to power off USB devices after a certain time period, via device manager (which I doubt as that would make this behavior occur *everywhere* not just start menu) - and a final thought would be to see if Fast Startup (power options) is enabled or not, and to flip that switch from its current setting to the opposite setting (which I'm including because that Fast Startup has played havoc with many, many of us on a wide variety of issues thus far, so it doesn't hurt to try).
If none of those ideas help, I'll keep thinking about it - perhaps something will come up.
Finally, have you checked the Feedback hub to see if it is a known / reported issue already?
