This looks like a bug. Issue was present in 18346 but there is a note about a fix put in 18348 from today. The color calibration issue seems to still be there, so I'm not sure I'm willing to give it a try yet -- my monitor's gamma is too high and needs a profile to correct the issue.
Tried to install the new slow ring release three times last night. Each time it worked to 18% then rebooted into the 17763 version. In between attempts I shut off the windows update service and deleted the files in the C:\Windows\SoftwareDistribution\Download directory.
Tried again this evening and it worked fine. Tonight I noted it downloaded both the update to 18342.8 (19H1) and the update to .NET Framework 3.5 and 4.7.2.
Everything appears to be working fine.
Just a side note. I'm a Windows Live Mail holdout and it continued to work fine with the 342.8(19H1) build.

Downloaded and installed today, went like a dream. Slow download but fast install 30mins.
I have installed this update now (18342.8) , but it deactivated my Internet Security from Chili, so at the moment I'm on Windows defender. I tried to uninstall Chili Internet Security, and now the installer from Chili just shut down and it won't install. Bummer
EDIT: I went back to earlier win-version and then I tried again, and this time with success. 18342.8 AND my Internet Security is now running together.
