This CU doesn't fix the bugs of the Action center, remember that these bugs were already fixed in 19H1, I believe that Microsoft has not moved (or backported) these fixes to the official version because, in 19H1, these fixes have caused other bugs in the Action center.

Recreating re-released v1809 ISOS. I will check WU when finished. I do not want to reboot pc just now.
