I think it is a deliberate decision taken by M$ to remove the "some settings" message as it is "AS IS".....ie:- general release in the next couple of days....the message only applies for Insider versions.
Only Updated to Insider Preview yesterday.....probably final testing before releasing RS4..... hence the lack of message.
I just did a manual check of fragmentation status on my C-drive (SSD) and here are the results:

Average fragment per file 1.28. That is pretty much nothing. :)
MFT records is 773375. That is equally so nothing to worry about. :)
