Certain Dell laptops intended for the business market have a BIOS security lock that can sometimes accidentally activate. If this is the case then you will need to contact Dell directly with the Device ID of the Laptop, and proof of purchase, as the password is automatically generated by the laptop is unique to the device, and the software to unlock the password is only available to Dell staff.
If it is a password after windows has started this should be listed in the documentation with the laptop, If not, you will need to contact the vendor
At what point is it asking you for a password? Does it show the Dell screen, then the Windows screen with the spinning dots, then the Windows lock screen with a username and asking for a password? When you set up the laptop the first time, if the first username you entered to create the first user account was a Microsoft account (like username@hotmail.com), the password it is asking for is the same as your email password.
I tried all the passwords i have ever used in my life it does not work I believe I have to purchase a program that reset that password
If you are getting to the Windows login screen - you can use Option 4 here to enable the built-in administrator account, then create a new user account or reset the existing user account password:
Administrator account - Enable or Disable in Windows 10 - Windows 10 Forums
If you only used the laptop one time, just do a factory reset. Do a Google search for "Dell factory reset".
