Cannot retrieve or set new Hello PIN

For some reason I don't ever remember setting up a Windows PIN and the app store won't let me download anything without a PIN. So, while logged into my MS account I went to my login options within settings. Setting a Hello PIN isn't available now. What the heck?

MS tech remoted in and said it was faulty registry entries and corrupt files and reloaded Windows 10 (keeping files and programs). Of course the PC restarted and since my fingers couldn't seem to type properly it took a minute to enter my password. I was supposed to rejoin the chat. Received an email essentially saying that because I ended the chat (well, duh), they were done and provided support links where I could start all over.

I think I'll have better luck here.

How Do I Disable the PIN in Windows 10?

Open the Start menu and select Settings.
    Navigate to Accounts.
Select Sign-in options on the left side.
Select Windows Hello PIN, and then press Remove.
When asked to confirm to remove your PIN, select Remove once more, and then your PIN will be gone.

I tried that and so did the support rep. No use.

Please confirm you are prompted to sign in with a PIN. I'm not clear this is so from your post, noting you say:
it took a minute to enter my password.
Noting you have Pro, is it possible you have somehow a group policy set? See

This looks relevant, but I've not played with it to see its actual effects to be sure.

You could try deleting the NGC folder - scroll down to/find the relevant section here:

What seems a similar problem is reported here:

    - but I'm not sure there's anything there that actually fixed it.
