you can use a boot cd or pe or you can use cmd and net user directly from the user login page but you have to do some stuff first to get functionality.

There is lots of information online about both of these methods.

I'm still a bit confused (I do drink a lot!!). Is the OP looking for a password bypass solution to ...
    - accessing the device (irrespective of the OS), as in
    https://answers.microsoft.com/en-us/...7-ac4d6d5a3336
    or
    - accessing the OS after the computer has booted (i.e. the Win10 password)

I'm thinking the former, hence my comment previously about wondering why (and still) .... ?

They are saying that they forgot the login password which is a local one, that means there is no conventional way to reset it and you need to do one of the two methods described previously.
Going the more formal route will probably result in soft locked feedback type result that never resolves the outcome,

if it was a outlook or online account or what ever they are now idk i use local only but it would be easier to recover.
Just do the cmd to access net user from user login page method its the easiest. You have to go through repair disk or startup repair first.

its also not uncommon to receive used computers that never got reset, so we assume its above board there is no reason to question it.

In this guide, you’re going to learn how to reset a forgotten local user login password on any Windows computer using Kali Linux.
