Creating a new local user account with limited rights

My computer has C and D drive.

Is it possible to create a new local user account which has an entire new desktop to itself and has no access to C & D drive ?

Currently, the new local user account I created still has access to quite a number of programs. Is this because these programs were previously installed as being available "to all users" ? It can also access almost all files as well. The only restriction I came across is software updates for programs require the administrative password.

Hi, not all programs you install offer the choice of being installed for the current user only or all users. Where there was a choice, and this may have been subtle (e.g. a tick box) what you see is the result of that choice in terms of which are available.

A given user should not have access to other users desktops or library folders.

A desktop's content is a composite of that for all users, default, and the current user. If you edit the explicit folders for these, you can of course change this.

If you Windows is on C, then naturally your account will have access to various folders on the C drive. Blocking access to that would mean you couldn't do much usefully.

As for D: for example, you can change the permissions on D: so a particular user is excluded.

How do I go about changing the permissions of D: to prevent the new user from accessing any files on D: ?
Under Security tab for the drive properties, I don't see a easy way to do so =/
