Local Admin Account DELL Inspiron 3000

Workstation was joined to domain that died.
New domain created but no domain logins work.
    Local Admin account disabled.

How to get into admin mode cmd prompt to enable local admin account?
Can't boot from Windows 10 DVD -- UEFI, plus Secure Boot block it.
I can't join to the new domain without this.

    Can anyone help?
    Thanks...

    Wondering

Will this allow me to run net user commands to set local administrator account to "active"?

If I can do that, I can login and handle the rest of my issues.

    Thanks

You are booted to a Command Prompt, but this is a temporary system that's running. The net user commands can't modify your normal system, which is offline at this point. You'll need to use Option Five in this tutorial.

Secure boot does not block standard Windows 10 installation USB flash drives or DVDs.

I was finally able to gain access by blanking the password of the previously unknown active local account with administrator privilege. This allowed me to boot and activate the built-in administrator account and handle the domain problem. The product I used was STELLAR PHOENIX PASSWORD RECOVERY. It works!
