I can't change her from child to adult.
I have tried to create a new account as an adult, with a different email address, but in the end it changes her account type to a child again.
Any ideas?

I run Windows 10 and have never been asked for an email address to run it or sign in. In fact I chose not to sign in at all. Are you using a Microsoft Account? How many other users do you have on the computer? Do you in fact have children users or children who will be users? Do you have Parental Controls set on the computer? If you don't have children who would use it then you really don't need parental controls. Is this a brand new computer?

Are you using a Microsoft Account? - Yes, except for my wife (Gmail).
How many other users do you have on the computer? A total of 4 = Me, wife, daughter (8 years old), and Admin (the only one with admin privileges for better security)

Is this a brand new computer? No. It's almost 2 years old. Acer Predator Desktop, 710 G3
Has your wife been a user prior to all of this happening or did she just begin using the computer?
Yes. I just reinstalled Win10. And it was the same problem before.
I suggest you work through the tutorials logically - first remove her from the 'family', confirm that that has been done, then add her.
Perhaps start at
