If these are not Store apps, then you should be able to create shortcuts from the missing programs .exe file and add them to your account's Start menu.

If they are just files you wanted, you should be able to copy and paste them while signed in to an administrator account.

That is possible. Just do not share the entire C root drive. Share the folder(s) individually. Check the security tab for permissions and set the users permission accordingly(add users if needed) for each one. It is a bit tiresome to do it for each folder but that is NTFS permissions.

If you like, you could change the permissions of the folder(s) to allow access for "everyone" or any user or group.

In addition, everyone has access to the "C:\Users\Public" folders by default.

Let's say you have users Jane and John on your Windows 10 PC. Both have access to their own Downloads folder. When John downloads something that he thinks Jane should be able to access, too, he simply saves it in C:\Users\Public\Downloads, a public folder which each and every user of that PC can access.

The same with everything. Jane creates a document in Word, wanting to grant John access to that document. She saves it in C:\Users\Public\Documents, and now both can access it.

Desktop, how users will see it in Windows, is a combination of two folders: user's own Desktop folder and Public\Desktop folder. Jane has a shortcut to that Word document she created above on her desktop, but after saving it to Public\Documents to grant John access, she also moves the document shortcut from C:\Users\Jane\Desktop to C:\Users\Public\Desktop. Now John has the shortcut on his desktop, too.

In the same way, John has a few games installed but he knows Jane does not like shortcuts to them in her desktop, so he moves all game shortcuts from Public\Desktop to John\Desktop. Now the shortcuts are only shown on John's desktop.
