    Thank you. It is a good article that hits many things that reportedly caused this problem for others. The only things that I had in common were Java (I uninstalled. No fix.) and regional language (I changed. No fix.).

    It does not work on a native boot vhdx - comes up eventually with warning about not being able to upgrades vhdx files. Trying it in a virtual machine now.

    Nope that failed on final reboot with dreaded "undoing update" rollback message.
