    I just checked that folder and..
    -there is none of my custom pictures are showing to delete.
    -there is no .bak files to rename

    The default pictures are already in that folder.

    What else can I do?

    BTW my windows version is 1803

    In that case, see if running a "sfc /scannow" command may help if it's a corrupted system file issue.

    Is there a way to force it to update to 1809?

    I did a check update but not sure it will update to 1809
    It is showing that it has downloaded and installing cumulative update for windows 10 version 1803 (KB4480976)
    Not sure if that indicates it is updating to 1809 or just 1803 with some other cumulative updates

    I understand this was due to the data loss issue of 1809, which I think was fixed now..
    but it is not updating to 1809 automatically anymore..

    You could download a Windows 10 v1809 ISO file below...

    Download Windows 10 ISO File | Tutorials

    ...then manually upgrade to v1809 with the ISO.

    okay i will try sfc /scannow first
    then update the pc

    Also it looks like the cumulative update I just installed
    did not update my pc to 1809

    is there any known bugs with 1809?
    or has it been fixed already.

    There are still a few upgrade blocks for 1809 listed in the "Current Status" table below that may affect you.

    Okay I read the upgrade blocks link and it says Windows offer 1809 until it deems my system is upgrade-able without issues.
    So only way to get the update is to do the manual force installation of 1809..

    SFC /scannow found some problems and fixed it
    but this problem is still occurring.

    So besides forcing the manual update to 1809
    can you think of any other things I can try to see if I can fix this problem?

    So not sure if upgrading to 1809 will fix this problem...

    I suspect this issue is due to some problem with syncing of the online profile to the Window 10 profile.
    I have just tried signing out and signing back into the microsoft account in (Settings > Your info) on Windows 10
    but it is still not showing the profile picture as shown in my online profile.

    I also tried sign in with a local account, but still same problem.

    Browsing for a new picture also gets me the error as mentioned previously

    So not sure what else I can do about this issue.
