I have two RAM sticks of different sizes and manufacturers. The commands work perfectly.

Following your suggestions...
1. Installed only 4 GB RAM.
No ram details were provided at the powershell or CMD prompt.
2. Installed only 2 GB RAM.
Same results. No ram details.
3. Swap the ram stick over to the other slots and retested again separately, yet, same results.
4. Installed both rams and retested again, same results.
5. Now, in all the above mentioned cases separately, ...
5.A. What I noticed was that whenever I used the command "configuredclockspeed" in powershell, it returns ERROR as encircled in attached images.
5.B. The speed of ram shown in task manager is 20307 MHz!!!! Where is this speed coming from? Is not supposed to be 1333 MHz or 1600 MHz when single ram is used or 1333 MHz when both rams used???

Ps. I have run the memtest tests, standard as well as extended mode, for each ram modules and for both, which returns NO MEMORY ERRORS!!!
I can only assume it may be something hardware or manufacturer related for it not to report any details.
Please try to find any suggestions from people having the same laptop model!
And, to confirm whether they faced the same issues or not?
Interestingly, same issues arise even if I installed Windows 7!!!

And, why the ram speed is showing 20307 MHz in task manager???
Do you have the latest BIOS firmware installed? A newer version may sort this issue if it's a known issue in the current version.
I looked at Sony's support site, and found this below for the SVF15212SN model, but I'm not sure if it's the same as SVF15212SNB. It shows the latest BIOS R0250DA version available is from 4/10/2016.

I have also located the said BIOS update.
But as far as possible, in any cases, I don't want to try and risk BIOS UPDATE!!!! until and unless it is confidential and confirmed that by updating the bios is going to fix the issue!!!
But even if updating the BIOS fixed the rams speed in task manager, still the CMD prompt is not going to report ram details???
