    Right click on each partition and delete. If MR makes it again, it might be because it's running from x86 (32 bit) PE.

    In APM 'delete' is greyed out for the second 'partition' so I can't delete it
    I previously deleted the first one, but it retained the partition/boundary and wouldn't reformat the first partition (format options (fat vs ntfs, sector size etc) greyed out)

    Maybe you can do it from Command prompt and clean command.

    EDIT: THIS POST IS PROBABLY SUPERCEDED, PLEASE READ THE NEXT ONE INSTEAD

    1) I used Command prompt and clean command, no problem

    2) I used Active Partition Manager to try and initialize/format it, per setup:

    Backup and Restore with Macrium Reflect-00-2_.jpg
    (it wouldn't let me move the left handle of the green section)

    3) but APM has given me a second unwanted partition with 8MB unallocated at the end:
    Backup and Restore with Macrium Reflect-00-5_.jpg

    ...so I'm not doing very well on the "delete both partitions" front....

    OK, forget the 64GB drive.

    --------

    If I use a smaller (4GB) drive, remove all the partitions (in minitool), then create a single partition (in minitool), I get a clean, 1-partition 4GB drive.

    If I then create the rescue disc (in Macrium (32bit desktop, not PE)), Macrium does not promt me to reformat it and does NOT add a second partition:
    Backup and Restore with Macrium Reflect-00-9b-minitool_.jpg

    But when I try and boot from that, it STILL gives me the "plain light-blue screen, then powers down the machine" response that I had previously been seeing with the 2-partition 64GB drive (and also with a 2-partition version of the 4GB drive).

    Clutching at straws, I made a 64bit version of the rescue disc. Same result
