    base language is English - United States, and I can choose to use alternate keyboard formats if I want to, but I am not fluent in those languages. I added some to try to communicate with other people. The region is also set to United States, with English in the USA. I have tried to use A VPN to connect to USA, yet my VPN's IP's default will sometimes be recognized as multiple countries for some reason. I also tried Germany since an article written from Germany reviewed this application. I could try an alternate USA IP address with the VPN.

    That age rating popup might be what is hindering you. You'll need to consult whoever set up such supervision on your computer or in your ISP's settings.
    - I've never bothered removing the default age restriction on my ISP so I see a popup when I try to access webpages for wine-making.

    It shouldn't be about that. If I go to that same link, it shows a blue button on the right side that says basically to get it from the Microsoft store. When I click that button, it pops up, and shows that. "E" is a age rating typically used for video games for "Everyone." As far as I know, the overall ISP does not have blocks on the ISP itself. There was a warning from the ISP itself recently telling me that a website that was from a nonprofit agency was reported as dangerous, but I had been to the website before (as far as I know). I think the warning was like it would try to take personal information?
    Note: that popup yesterday showed some small gray rectangular button in the lower-right-hand corner for a couple seconds that disappeared. It seemed like it could have been something to click on in certain circumstances, but it was like a static graphic that was not functional. Also, I noticed something yesterday that i clicked on that microsoft store button, and the store opened, but nothing else happened. Theoretically, it should also provide the informational popup, and download the app, or provide the informational popup, and a link with a button on the popup. I saw above that it was said the app is not in the store, but some people were able to download it. i can find out if somehow the ISP has settings on it. However, this is a diagnostics app, and not a game. by the way, microsoft also specifically checked something outside of my ISP, via my account. They said it is not available here.

    i found out there is no restrictions placed on the isp's settings in this household. i don't know if the provider themselves. but i downloaded microsoft software from microsoft's website. also, software in the microsoft store is available for download. Like some say, this one is not available in the store, but for me, it is not available in the link either. It just shows information for the program basically (and to download it from the store).
