That's the Dell factory Win 7 OEM Pro key - it can't be transfered as such - Windows 10 must read the Win 7 activation to get a digital licence
Does properties say it's activated on Win 7?

How are you trying to upgrade to Windows 10? Are you booting from a Windows 10 flash drive or running Windows 10 setup from within Windows 7? You should be running setup from within Windows 7 just like normally installing a program.

Amen on that and again thanks. Saved me some hard earned work. Funny thing to mention I had downloaded it on another notebook like this (a spare) when first free but didn't like it so I made an image then went back to 7 via reflect. I deleted the 10 image for space not too long ago. That would of made it so easy if I'd known. Goes to show. Hoard everything. Ha.

I just update a Win 7 retail install to 10 using this method. Worked great and only took about an hour with a SSD boot drive. Took me right to the desktop with all my apps and icons arranged as I had left them. Amazing. No hassle about a MS account; I don't think I have one. I haven't rebooted, though. :)
