I too installed the Windows Insider's Creators Update (thought I would try it out)
Both my Surface and Dell became disabled , in terms of being able to set the Location setting to "On".
Hopefully someone from MicroSoft participates in this Fantastic Forum.
Your REG Key downloads (Option Four for Account and Apps and Option Five for Device) solved the issues on both my machines.
Interestingly enough, MS Edge would NOT let me complete the download and basically Disabled the Top Ten Website.
I was able to use Mozilla FFox and re-programmed the REG Keys

RE: Turning on (or "re-initiating" Location Services)
ALSO, I forgot to mention that in addition to Following BOTH of Shawn's Options Four and Five, I re-configured the "Geolocation Service" to run Automatically at Startup follows:
Open the "Run" Command Dialog Box , (Windows Key + R)
Type "services.msc" (w/o quotes) in the Command Line/"Open" Box

Click OK
<this opens the "Services (Local)" Folder>
Scroll down the list to "Geolocation Service" and Highlight
Right click this line and open the Menu, select "Properties".
On the General Tab, look for the drop down menu for "Startup Type"
Make sure "Automatic" is selected
Click OK and exit Services
