Ok so I have done some more messing with this and I am completely lost in how to fix it.

I have a desktop that I built myself and so I dont have a "manufacturer preferred" NVIDIA driver anywhere to find
I have tried various different versions of NVIDIA drivers and it still seems to be popping
I have also enabled Ultra low latency mode and it still is popping

Im not sure what exactly to do next. I hope maybe someone could give me some specific instructions. Thanks in advance!

The analytical approach is technically demanding, as I've probably mentioned and needs you to use the Windows Performance Analyser and Recorder from MS to determine the root cause.

No one here that I've seen is a real expert on this, so no one is going to give you step a,b,c,d, 'fixed' for this.

You have a unique system, and need the appropriate set of drivers to avoid latency issues.

The simple naive approach is one of elimination- e.g. eliminate anything related to the internet from drivers upwards using Autoruns and retest sound. However there's no guarantee of success.

As an experiment, you could try installing an OLDER build of Win 10 e.g. 1709 (get it using Heidoc iso downloader), as the set of drivers provided may be different. You could try that using a spare disk for example.
