Having problems reinstalling some software,WCIFS warning/error

Everything was running fine until Win10 decided to upgrade itself about two weeks ago. After the upgrade I tried to launch Jasc Paintshop Pro and after a spinning circle nothing happened. Tried launching it with different compatibility settings with no success. Then I tried to uninstall it and that would not work either. Eventually I was able to remove it by launching the uninstaller from within the install program and some repairs to the registry with ccleaner. Since then when I try to install the program it gets stuck at registering modules. I take a look in Task Manager and there is one instance of Windows Installer and three of Windows Installer 32 of three varying sizes. Through trial and error I've found that only one of the WI32s is stuck. I stop that one and installation or uninstall completes, of course because I stopped the one installer the process is incomplete. When I check in event viewer I get this warning at time of install under the System tab:
File System Filter 'wcifs' (Version 10.0, 2016-09-15T11:42:03.000000000Z) failed to attach to volume '\Device\HarddiskVolumeShadowCopy15'. The filter returned a non-standard final status of 0xC000000D. This filter and/or its supporting applications should handle this condition. If this condition persists, contact the vendor.
Event ID is 4 and task category is None
Any ideas on how to fix this or if it is fixable? I can't use recovery or even reset because it only goes back as far as the upgrade.
Please note that so far it is just this one program that is giving me problems, there is a sister program on the PSP install disk called Animation Shop that installs and works just fine. So I don' t think its a compatibility issue.
