Brink has already recommended the best solution with in place upgrade where you will keep your files and applications.

You will need a flash drive that you can format.

Create a bootable windows 10 iso: Download Windows 10

Attach the bootable windows 10 iso to the USB port. Power on. Use file explorer to open the windows 10 iso. Click setup.exe. Choose repair install. Choose language, currency, etc.
Follow the steps in this link:

Again this is not a restore, or reset with save files, or rest with remove files. This is an in place upgrade using a windows 10 iso. You will not boot to the iso. Booting to the iso can be used in the future if needed.

Repairing Windows 10 (doing an in-place "upgrade" with the same or higher build) might fix the issue but is time consuming and risky. Backup your files, disconnect any peripheral (to avoid a faulty driver interrupting the upgrade) and even disable any non-important device from Device Manager before doing it. I also recommend disabling the antivirus and any startup application.
