I'm facing the same issue again on a different system. this time Unfortunately, the previous solution - running WSRESET, deleting some keys in the registry, and reboot, does not work in this case.
There are no traces of the Microsoft account under Settings/Your info, Email & accounts, Sign-in options, Access work or school, family & other users.
And yet I can't install anything from the Microsoft Store. The "Install" button does not show on free apps. I only see the "Get" button, which brings up the dialog to sign-in to a Microsoft account. The store does not remember what my Microsoft account account e-mail was. But it insists I enter one. If I click "X" to dismiss the dialog, the app won't install.

I just tested the creation of another local user, and could not download anything from the MS store either, unless I logged in to a Microsoft account, which I didn't, dismissing the prompt, and being denied Netflix and cat themes again.
