Permanently delete Adobe Flash Player

I can uninstall Adobe Flash Player, but after reboot it has automatically been re installed.How to stop the re installation?

Windows 10.

Right-click on the Start button --> Windows PowerShell.
Run the following command and see whether there is a task related to Adobe Flash Player.

Get-ScheduledTask|? State -ne Disabled

This task is there and shows as ready, but I can't see how to delete it.
