Media feature pack not showing in optional apps menu in 1909

Some of my machines detected the media feature pack in 1909 and it installed no problems.
Now I have one machine that does not detect the optional app, there appears no way to install it.
Any idea how to fix this?

The computers are all created with the same image, the version is 1909 so there is no download available.

1909 has exactly the same system files as 1903, with a small enablement package installed to turn on the dormant 1909 features.

The download for 1903 should be equally applicable to 1909.

I still have one problem machine that won't take the update, though others did.
Just going to nuke it from orbit, too many hours lost trying to sort this out now.

The 1903 standalone update package worked for most machines, there was one that that didn't even work for.

I ended up reinstalling Windows on it. Too many lost hours.
