Hi, my understanding is that is not possible. Apps are stored in a folder which is protected, and ownership of an app is linked to an MS account.
There are some possible special cases mentioned e.g:

and sharing amongst a family where that is configured.
You appear to have asked the same question which I've attempted to answer. Perhaps others may be able to offer something different.

Consider finding a traditional non-store program you can download and install for all users.
I repeat:

In other words, in the Microsoft Store, each app is associated with a unique Microsoft account.
Whereas if I install an app that doesn't come from the Microsoft Store, an administrator can install this app for all users.Right?

Some non-UWP programs you download prompt you as to whether you wish to install them for all users or not.
It's not the source that is key. It's the design of the application itself.
"UWP Apps" are designed for use by a single user.
UWP = Universal Windows Platform
Traditional applications [non-UWP], such as those written before the advent of this design standard, are installed to a device for use by all its users [unless, as some do, they have included specific provision for single user installation].
If you found a UWP App for download elsewhere, it would have the same constraint because it will have been written in accordance with the UWP App design standard.
If you want to learn more about this then you will need to study UWP App "provisioning". It is not a straightforward subject and is not really intended for users but system admins. See, just for starters,
