I'm on a serious HD failure (need to recover some data).
Is it possible to provide me a valid link to this famous recover tool? (via PM, perhaps)

Depending on the state of the drive there are various recovery options.
If you can boot the computer with any bootable windows iso you may be able to backup files using notepad.
The iso does not need to match the operating system version/build.
Another option is to use a bootable Ubuntu / Linux flash drive.
Another option is to boot using Kyhi boot rescue.
Other options include moving the drive to an empty bay of another computer or to use a HD enclosure.

However, I've used in the past this exact tool (Win10XPE_1803R_180908_x64.iso) recommended here, with great success.
Lost it in this HD failure (among some important docs).

I don't understand why old premade isos are online to download, but there's no option to get Win10XPE_1803R_180908_x64.iso nowadays, which is a premade one too.
All are win10 based + programs added, isn't it?

Kyhi boot rescue is Windows Enterprise with many desktop preinstalled software.
So the Windows environment is available to copy and paste files or to make a free backup image.
Because I no longer Host Pre-Made ISO's - due to the excessive Download demand on my cloud accounts, which causes them to be shut down...I don't understand why old premade isos are online to download, but there's no option to get Win10XPE_1803R_180908_x64.iso nowadays, which is a premade one too.

Where did you get the Win10XPE_1803R_180908_x64 ISO from in the first place??
Why is it that you no longer have a copy of the Premade ISO from Sept. 2018 ???

Regarding your ISO Kyhi, not as fully as Win10XPE_1803R_180908_x64 was (failed some things like screen resolution), but useful anyway.
I'll try to find original "hidden" ISO anywhere (was a favourite), thanks to everyone
