I forgot that I had once booted Lenovo Edge 71, which supported only Legacy mode, from a Win10XPE USB device. In the following screenshot, "28GB Kingston DataTraveler 3.0 USB Device" contained Win10XPE, and "Windows 10 □□□ 64-bit" was the version from which Win10XPE was created, while Lenovo Edge 71 had been pre-installed with Windows 7. The bootable Win10XPE USB device was created without Rufus. I just copied and pasted Win10XPE onto the FAT32 partition.

And I followed my own advise & Testing suggestion...
    Created a 8GB FAT32 Partition & a NTFS Partition on 64GB USB Stick
I copied XPE to Fat32 Partition - Booted PC from USB

    Rebooted into Windows OS
Copied Windows Setup Media to NTFS Partition - added Flag to NTFS Partition
    Booted Into XPE via USB

Note: Disk Management, System Info and File Explorer...
Did Not Use Rufus - I used Diskpart

In other words - I could not verify your issue on my PC
And I do not have access to your PC - to try to resolve the reported issue...
Only you can determine the cause - and try to resolve the issue...
But it clearly seems to be related to your PC.....

Really don't know...whats causing the problem for Copy Paste method in Legacy mode.
Btw I mounted 2 PE one very basic and other with programs added.I found 2 files extra in the root directory. Will it be the reason? just curious...

One more funny thing noticed. Few copies of Installer Media/PE , some boot directly in the Legacy mode and some give me prompt Press Any Key to Boot From USB.... ,any idea why? Everywhere same ISO is used.

The Additional Files are because of selecting

But they should not effect Booting as they are external WinXPE configuration files...........

The other is because this option was selected

I created a PE and unknowingly selected the box Additional Themes. The dark theme was good but not for me. I just wanted simple/plain/basic/light appearance.
So do I need to burn the PE project again, or we can delete particular unwanted selections and keep the same PE?

Basically you can run just "Build Core" again by using little Green Play Button -
then go down to "Create ISO" and hit "Create Boot.wim and ISO" button...
BUT, if any App overwrote a Build Core Setting then it would be lost....
    SO, Best to just Rebuild....

You can also switch between Light & Dark themes - via the "Theme Shortcut"
Although I have found it not work so well - if using "Switch To Admin"

I created three different PE+Win10 installers using RUFUS. (Combined, Partitioned, and PE+Win ISO w/o partition) .
But I will not get a night of good sleep until I figure out the issue with FAT32 drive and PE contents simply copied that fail to boot in Legacy Mode .

what I see in your three options post..
Is that option 3 showing the partitioned USB - both partitions are ntfs
which would seem to mean there is a hidden Rufus partition on that disk (to trick for UEFI)
use diskpart to check the USB partition(s)

I used RUFUS to create a UEFI Bootable USB w/NTFS Format Partition
You will note the extra (Hidden) 512KB partition created by Rufus
