Yes, the HDDs you mentioned (E and F) are in the dock giving the problem. The other dock has no problem (D:). And, yes both my docks (2-bay, and single-bay)...

The Orico link you show is the correct dock. I have it connected via USB 3. Have tried to attach the screenshot you requested, but the Manage Attachments window is blank. ?
