Windows 10 has 100% cpu usage for 1 minute after hibernate resume

I have the issue, that Windows 10 has for about 1 minute 100% cpu usage after resuming from hibernate on my Tablet. This is just since the Fall Update. Also after the rotating loading symbol comes on the screen, it takes 10-15 seconds until I can log in, this was also not the case before the Fall Update, and I literally could instantly log in after turning on my tablet from Hibernate.
Anyone else have the same issues?

It is a Dell Venue 7140 Pro tablet. All worked well before the Fall Update.

I just turned it on and it even tried longer to login with circling icon, and then I got a little black box saying logonui.exe system error. And I cant do anything anymore.

I already did a disk scan and sfc scannow, those are error free.

See startup items in tak manager and disable them all, also run msconfig (type msconfig in windows serach box) and, under services tab, disable non-Microsoft services and reboot..
