Also assuming you have other disks than your system disk, try disconnecting them and see if there's any change.
Note some reported slow boot after upgrading to the creator's build. E.g.

on boot time analysis
You could search for threads on
slow boot creators
or similar if that's relevant.
have you added a usb drive or blue tooth device?
If so try unplugging them and rebooting.
weirdly windows (7-10) all will look for usb booting devices even if usb boot is disabled in bios.
Also, Open devicemanager and on titlebar choose view then show hidden devices.
look for phantom devices and uninstall them. while your there check for any device with an exclimation point and try to update the drivers for it.

What's the brand of your computer ?
Have you enabled Hyper-v ? if so disable it and do a test
I faced a similar case with my HP Laptop, in fact whit my two HP Laptops, and the Hyper-v was a culprit.
I troubleshooted that with Windows Performance Toolkit.
If it don't work you can record your boot trace with WPR, I'll help you analyze it. you can find here a tutorial...
I think I have found the problem. :)
I have disconected all other hard drives and optical drives and it didn't helped at all. Did the same thing for everything connected to my PC from outside (only left my monitor connected) and also nothing helped.
So here it is ... Long time ago I have created two tiles (I use full screen pinned tiles when I press windows button - I keep there all my programs that I use often and want to run them quickly.) - or shortcuts you might say. One for restarting my PC and one for shutting it down. It was faster for me than clicking on windows button, then power button and then selecting shut down option.
It looks like some windows update did something to this. When I tried turning off my PC with pressing windows icon, then selecting power button (lower left corner of the screen) and then "shut down" option, my PC booted into desktop from pressing power on button on my PC case in 20 seconds as it did before. :)
So it looks like that that pinned shortcut for shut down I've made long time ago was somehow changed/influenced by some update sometime down the road.
I think it was false alarm unfortunately.
When I click on restart option, it still takes almost a minute and a half to get back into desktop.
If I disable "fast start-up" under power options, then even clicking on that shut down option mentioned in my previous post took almost two minutes to get into desktop.
I don't know if this is normal behaviour or not.

And then pinned them to my startup screen with tiles.
It's custom built PC. Windows 10 home, 16 GB DDR3, I7 4790k, 1070 GTX, MX100 256GB SSD drive and two aditional HDD drives plus one DVD-RW drive.
Windows performance toolkit. Tried that and it took over 1 and a half minute on reboot to get back into desktop when the boot was recorded with that.

I'm no expert for examining Winperf results, but it seem that Cortana is waiting for input. Do you have signing in with Hello (camera, microphone..) enabled?
You can disable this in settings / accounts /sign in
or personalization / Lock screen /cortana
Problem with my PC is kind of same but little worse.
From time I press power button till desktop is nearly 5 minutes.
What I did try:
- disconnecting everything except SSD, monitor, keyboard and mouse
- sfc scan
- SSD test
- safe mode
- AMD regedit tweak (if I remember correctly was for dual graphics card but give it a try)
- checked start up programs
- graphics card uninstal and DDU safe mode clean
Maybe I did try something else that can't think of right now. There was a lot of troubleshooting.
I did have same problem before and last time I did give up and reinstall Windows and everything was working as expected for like two months. Thats why I think is software problem rather then hardware. Once windows are loaded speed seems to be as expected. No problem in games or 3D software or while writing some problems on forums
Scenario: PC starts, MB logo, win logo with dots and here keyboard backlight and mouse light are off and I can't hear anything other then fans and after few minutes keyboard backlight and mouse light go on and desktop is ready in few seconds.
If anyone have any clue what may be problem here - shoot. I have one more SSD on the side and once I will have time will install Windows and all drivers to see how it works. I doubt it will be before weekend tho, if even then.

Open administrative command prompt and type or copy and paste:
powercfg.exe /hibernate off
To change it back:
powercfg.exe /hibernate on
