Windows 10 pro takes 20 minutes to boot.

I have an ssd with windows 10 pro on it. It has a 20 minute boot time. I cloned the drive and installed it on a sata drive. I still have the same problem. I installed the drives is a pc and a laptop I have and the problem persists, It seems to me the problem is with windows, The image version is 10.0.19045.4170. If I put the computer in hibernate when I sign out it boots up normally. I've run sfc, dism. chkdsk, clean boot and everything turns up normal. I've scanned it for malware and it is clean. The pc and laptop boot normally with their original hard drives. Once windows boots it is responsive and flawless.

Tried a clean install on the same drive??

Tried an image (from original source, not the cloned drive) >> restore on the same drive ??

Done a (CrystalDiskInfo) disk check on the same drive ??

What do you see in the screen during those 20 minutes?

Have you reduced the items in Task Manager>Startup to the absolute minimum and does that affect the time?

20 minutes seems too long. Perhaps something in the network is hung and it times out after a long wait
