You need to follow the instructions in the tutorial.
Here again is that tutorial. Click on this link to open it.

Create Bootable USB Flash Drive to Install Windows 10

Don't guess. It's easy to get this wrong.

Look - here are the options in the tutorial:

    Contents

    • Option One: Use Media Creation Tool to create Bootable Windows 10 USB for Legacy BIOS and UEFI
    • Option Two: Use "Rufus" to create Bootable Window 10 USB for Legacy BIOS and UEFI
    • Option Three: Use "Windows 7 USB/DVD Download Tool" to create Bootable Windows 10 USB for only Legacy BIOS
    • Option Four: Manually create Bootable Windows 10 USB for Legacy BIOS and UEFI in Command Prompt
    • Option Five: Manually create Bootable Windows 10 USB for Legacy BIOS and UEFI using BAT file
Which one would you click on to find out how to use the Media Creation tool? Yes, Option 1.
    That's the easiest.

Which one would you click on to find out how to use Rufus? Yes, Option 2.
    Do that, follow the instructions.

Apart from the above, remove the battery for a few minutes and remove / reinsert the CMOS coin battery or ideally replace it which will reset the BIOS. See if the PC boots under mains power with the main battery left out then set the BIOS to defaults. The reinsert the main battery.

Ok I used RUFUS after 1st downloading the ISO file. Once in RUFUS I navigated to the ISO file and selected it. Everything seemed to be going fine. If I power the PC with the USB on it does nothing different. If I use F12 to change the boot options and select the USB I get an immediate screen that shows about 20 or so lines (looks like a command prompt) after a few seconds I see a blue windows icon on the screen with a spinning circle below that and it stays there forever. Did I miss something?

From that I have no idea whatsoever as to whether you successfully created a bootable disk or not.

I would suggest you try one of the other methods.

I just found a 1Tb drive had started to fail.. but can still copy all the data off it perfectly.
How did I detect that early failure? I use disk imaging regularly- Macrium Reflect - free.

Last time I imaged it - fine. This time, failure message near the end, reading it.

So that's one way first to protect yourself- even if your disk fails, you can get a new one and restore your disk image. Plus the acto of imaging verifies its integrity.

More: to continuously montor your disks' health, run e.g. Crystal Diskinfo (free) in the background, set to alert you against SMART thresholds.
