AFAIK my pc is HDD & was doing nothing before running the app. It takes even longer if its restarted to install updates.
We still don't know your computer's specs so cannot comment on whether your restart time is reasonable. A lot depends on the CPU you have, and whether you have an HDD or SSD (your times seem to say you have an HDD). It would help if you filled in the system spec in your Profile.
Updates always take a long time to restart. System files are in use while Windows is running, so most of the work replacing system files has to be done during the shut down or start up process.
It's a very long time for a desktop, even with an old HDD.
There are many things to consider, like drive speed and startup programs and services.
On a Restart, my MB takes a long time after shunting down and the new POST.
On a cold start it takes around 20 sec to the desktop and 40 sec to finished the startup programs and services (last one is Skype) but I have a SSD.
George, buy a small SSD (120G - US$23) for windows and programs and you will see a HUGE improvement, even on SATA 2.

The IdeaPad S145 is a modern laptop. Boot times should be much faster.
I've seen that some models has a M.2 slot that can be used for a a MVMe drive.
Does your IdeaPad S145 has it?
System 1 = 147 secs, System 2 = 125 secs, System 3 = 284 secs
System 1 is a much faster computer overall than System 2.
System 1 has a fast NVME M.2 SSD boot drive. System 2 has a SATA M.2 SSD boot drive.

The boot time does not give a good representation of the speed of the boot drive. To really compare computers you would have to all start with a fresh install of Windows 10 and with the the only drive connected is the boot drive.
