Is it giving you an error message that it's being used by another program? here's a post at DPReview that may be of help.

    Hello Sean,

You might see if using the method in the tutorial below to fix a corrupted Recycle Bin may help with this.

It sounds like you have more underlying issues since the method to fixing a corrupted Recycle Bin cannot affect startup.

There's only one option in the tutorial, so please describe what you did to see if anything may stand out.

It was option 4 in the list I tried all this information in the cmd window was moving quickly down the window when it finished I closed the window rebooted windows and I noticed the desktop pictured had changed to a blue screen and the only icon on the homescreen was the recycle bin and the icons on the taskbar were just white boxes but when I clicked on the white boxes it said cannot find the program. I restarted windows again and it went into repair mode time and again, I can't even get it to boot in safe mode. Trying to contact HP here as it has a three year next day repair warranty that I took out when I bought it 6 months ago.

Just to verify, do you mean step 4 with the command below from the tutorial below?

    rd /s /q C:\$Recycle.bin

Fix Corrupted Recycle Bin in Windows

If so, this command will only delete the hidden C:\$Recycle.bin folder to clear it, and it automatically gets recreated when the Recycle Bin is opened next.

You shouldn't have seen a lot of stuff scrolling in the command prompt. I'm trying to find out exactly what you did or what happened to see if we can help undo it.

Do you have a Windows 10 installation USB?

If so, you could try to boot from the USB to use to enter Safe Mode.
